The Billesdon Mast is not at Billesdon at all, actually.  It is located on the other side of the  A47 at Tilton On The Hill, NGR SK725050.  Leicester Sound moved from their low power transmitter at Anstey Lane, just outside the city centre, to Billesdon in 1997, increasing the power from 0.4kW to 5kW. 

The mast appears to only carry the Leicester Sound aerials, no others being visible.  I could not establish who owned the site, and the mast may have been unused until these twin Siras were installed.

The Hill affords great views across to Leicester, but when I visited the site in Late November 2003 the light was drawing in and some very heavy rain was approacing from the West, so I was pleased that the photos came out as well as they did.
